The 2018 Millennial Congressional Scorecard
Measuring Support for Millennial Economic Opportunity in the 115th Congress
It’s an election year that could determine the balance of Congress and Millennials are promising to show up in record numbers. That is bad news for the majority of Democrats who scored a "F" on the Millennial Congressional Scorecard. Republicans in the House earned a "B" and Senate Republicans earned a "C" on the 5 economic issues included in this report.
Congress is not advocating for Millennials—and it could cost candidates big on Election Day. It is the ideal time for members of both parties to read adjust their legislative agenda and fight for America’s largest generation.
Included in this Scorecard are member-by-member reports and policy solutions for members to adopt in the next Congress session.

REPUBLICANS SCORED BETTER THAN DEMOCRATS
Millennials have been voting for the wrong candidates.
Millennials are more likely to vote for Democrats over Republicans two-to-one. However, nearly 44% of the generation consider themselves political independents.
Neither party does a great job advocating for Millennials. Republicans support an economic agenda that helps Millennials make money and save money. Unfortunately, Democrats voted on party lines against the very issues that have decreased Millennial unemployment and innovation. Senate Republicans earned a “C" and Republican House Members earned a "B." Democrats failed in both houses.
NEITHER PARTY PROVIDES REAL SOLUTIONS TO MILLENNIAL ISSUES
This scorecard shows a clear underrepresentation of Millennial issues in Congress. Out of the five issues scored (student loan debt, taxes, regulations, healthcare and home ownership), Congress as a whole earned a “D.” This may be because of extreme underrepresentation the generation experiences in Congress as a whole. Only eight members in the House of Representatives are Millennials. There are no Millennial Senators.
This scorecard only graded bills that made it to the House or Senate floor for a vote. There were bills that would have helped Millennials’ in their economic opportunity, but they were either voted down in committee or never considered at all. To us, that is a failure on the part of Congress for letting petty politics infringe upon a generation’s ability to thrive.
MILLENNIALS WILL DETERMINE THE 2018 AND 2020 ELECTIONS
Not only are Millennials the majority of eligible voters, more young voters than ever have promised to turn out in the 2018 midterms. We chose to measure economic issues in this scorecard to accurately reflect the state of Millennial opportunity in America.
Congress is not making Millennials a priority. In order to stay relevant - and to stay elected - they must seek to serve and represent America's largest generation.
